Three local Democrats are vying for this Horry County Council seat held for 35 years by James Frazier, who retired on March 1. The special election will be held Tuesday, July 5.
Harold Phillips is a member of the Horry County Planning Commission, and has served on the advisory committee to the Horry County Airport. He is an Air Force veteran and has owned and operated Phillips Electrical Service in Conway for many years. For information: psquare5@sccoast.net
