2020 Primary Election Voters Guide
Every Vote Counts
There are federal, state, local, and municipal elections throughout the year. Voter turnout is usually highest during Presidential election years; however, the outcomes of most state and local elections are even more vital to the daily lives of SC residents. Local elections directly affect our schools, roads, health care, economic development, and the local environment.
If every eligible citizen voted — particularly those who are often underrepresented — we believe the election results would be different and more often favor Democratic candidates and their values. For each and every voter that we inform, register to vote, encourage to vote Absentee, or drive to the polls — we increase the opportunity for our elected leaders to act in keeping with our shared values. Every vote counts!
Who Can Vote?
US citizens who are SC residents — and who will be at least 18 years of age by the next General or Special Election day — can vote. There is no length of residency requirement in South Carolina in order to register to vote. You may register at any time. However, you must be registered at least 30 days prior to any election in order to vote in that election. Registration by mail applications must be postmarked at least 30 days prior to that particular election to be eligible.
Returning To The Community
A person convicted of a felony who has served the sentence — including completion of any prison or jail time, probation, parole, payment of restitution, or who has been pardoned — may register to vote. To learn more, contact the Department of Horry County Voters Registration & Elections .
Party Affiliation
In South Carolina, we do not register by Party. At the polling place, when signing in to vote in a Primary, you declare the Party Primary in which you choose to vote.
Absentee Voting
There is no early voting in SC, but there are 15 reasons to vote Absentee. For example, you do not have to miss a vote due to vacation, school, military, jury duty, work, hospital stay, sickness, disability, or if you are 65 or older. You may apply for an Absentee ballot 30 days before an election.

Protect Our Vote
- Educate friends and neighbors about registering to vote and making their vote count.
- Be sure to cast your ballot in every election!
- Become a Poll Watcher
A Poll Watcher is a volunteer credentialed by a political party or specific candidate and assigned to a specific polling place(s) for the whole or partial Election Day. A Democratic Poll Watcher must be a registered voter in the county where they are assigned to watch, must be approved by the County Chair of the Democratic Party based on personal knowledge and/or training. By listening to and observing the voting procedures employed within a polling place on Election Day, a qualified Poll Watcher can help to ensure that voters cast their votes without interference or intimidation.
Contact your County Democratic Party Chair to obtain training and volunteer to be a Poll Watcher at the next election.
