The Horry County Democratic Party (HCDP) is governed by an Executive Committee composed of the Chair, 3 Vice Chairs, and each precinct’s Executive Committee Member. The Executive Committee meets four times per year to set priorities for the County’s Party activities!

County Party Officer Filing Form. HCDP has a two-week filing period that closes two days before our county convention (there will be no nominations from the floor).  SCDP has created an electronic county party officer form for your county.  HCDP is requiring county party officers to file.  If you file to run as a county party officer, we encourage you to submit sixty (60) words or less bio, and you may submit a photo or flyer to accompany your bio.  (No candidate will receive any phone numbers or emails of confirmed convention delegates.)  Pre-filing began February 19 at Noon and ends March 5 at Noon

Candidates for HCDP County Officers must meet the following criteria. Candidates will be evaluated by the HCDP Nominating Committee:

  • Must be a resident of Horry County
  • Must be a registered voter in Horry County.  If recently relocated to Horry County, a previous 5-year voter registration will be discussed.
  • Must be an active member of the Horry County Democratic Party.  Active is defined as active for at least two years as either an Executive Committee member, Precinct Officer, served as a Democratic candidate for public office, or an actively participating member of an HCDP standing committee. *
  • At least 18 years of age.
  • Must not have supported another political party and/or supported a candidate of another political party or been a candidate of another political party (the prior five years).
  • Must demonstrate the values, views, principles, and mission of the Horry County Democratic Party, the South Carolina Democratic Party, and the DNC.

Officers are defined as: Chair, First Vice Chair, Second Vice Chair, Third Vice Chair, State ECs, and Alternate State ECs.  The Secretary, Treasurer, Credentials Chair, and Resolution Chair will be nominated by the Chair and approved by the Executive Committee.

The following offices have additional requirements:

  • First Vice Chair – Must be a different gender than the Chair
  • Second Vice Chair – Must be a different race than Chair
  • Third Vice Chair – Must be between the ages of 18 and 36
  • State ECs (1 Male, 1 Female or Different Gender Identity)**
  • State Alternate ECs (1 Male, 1 Female or Different Gender Identity)**

* With Modification: To be eligible to run for an HCDP Officer, the candidate must be an active member of the County party.  An active member must have been active for at least 2 years as an EC, Precent Officer, or officer of an HCDP sub-committee (Example: VPC, Gun Sense, etc.)

Membership in an HCDP club and/or an outside Democratic affiliate is not recognized by SCDP as a member of the official Horry County Democratic Party.

Pre Filing Period: The filing period for HCDP Officers begins Wednesday, February 19th, at 12:00pm and closes on Wednesday, March 5th, at 12:00pm.

**State ECs will now be elected in odd years.
